The rain has been unending around here the last week--actually all Spring. We have had 20 inches since March and 6 official tornados have touched down in the Susquehanna Valley.
One of the laws in the State of Pennsylvania (and many other states)--if you have your windshield wipers on, you are required to have your headlights on. I think many people ignore that when they drive a car with "running lights". However, in the last issue of the AAA Magazine, in the "Ask The Trooper" section, that very question was asked...the answer--no, running lights are not the same as headlights. The whole reason for the law was to make cars visible in the rain...when you have your running lights on, they are usually half-power and your taillights are not lit. The police usually will not stop you for not having your headlights on--however, if you are stopped for another reason/infraction, they can give you a ticket for not having your headlights on when your wipers are on.
